  • Mexico License Office contract

  • The Missouri Department of Revenue announced recently that the contracts for the majority of the state's 182 license offices — including the Mexico branch — will soon be up for renewal. DOR will post a Request for Proposal (RFP) for each of the offices in the coming weeks.
    The current owner and operator of the Mexico license office, Dave Koester Sr., said Wednesday that he and his son and partner, Dave Koester Jr., intend to rebid for the Mexico Branch. The duo owns four other offices including Bowling Green, Fulton and two in Branson. They purchased the Mexico office in 2009.
    "Our plan is to rebid," Koester Sr., said. "We have five offices over the state of Missouri and we feel we have a good working relationship with the DOR and have had several good reviews."
    DOR spokesperson Michelle Gleba said bidding will begin in early Fall. All of the license offices were put out for bid under the competitive procurement process in 2009. Contracts were awarded for one year with three one-year renewal options. The move toward a competitive procurement process of he license offices overhauled the way local motor vehicle and driver's license offices are awarded and was one of the first actions of Gov. Jay Nixon's administration.
    "This is an opportunity for qualified individuals and groups to run a successful small business in Missouri, said John Mollenkamp, acting director of the Department of Revenue. Bidders must have an active Federal Employer Identification Number (FEIN).     Before 2009, former Mexico resident Pat Thomas operated the Mexico office. The Koester's have since managed the office, located at 201 N. Abat.
    Interested bidders will have approximately four weeks to bid on operating any of the offices. Bids will be evaluated on areas such as expertise of the personnel proposed, methods proposed for performing the service and whether the individual or entity is a not-for-profit, political subdivision, a Missouri Certified Minority Business Enterprise (MBE), a Women Business Enterprise (WBE) or a Missouri Service-Disabled Veteran Enterprise.
