Public health officials discuss budget with state legislators

Public health officials from throughout Missouri met last week in Jefferson City to have a "heart-to-heart" chat with legislators about budget concerns – but unfortunately to no avail. Not only is no more money coming out of the state budget for public health, but more cuts are expected.
An estimated 50 counties – of the state's 115 – took part in the daylong lobbying educational session held on capital hill. Six personnel from the Audrain City-County Health Unit, and Administrator Kevin Lowrance were among those attending.
"It was very interesting. The majority were supportive and willing to listen," Lowrance said of the assembly of representatives and senators. "But, the budget is the budget, and that's the way it is.
"We're not going to see an increase any time soon."
Lowrance said public health officials were advised to strengthen their lobbying efforts with state representatives and senators, and find ways to appeal to the public about future funding. The state, he said, is preparing for another 15 percent  cut in its attempt to balance the budget – which "means further cuts for public health."
"There were no solutions given at that point," Lowrance said. "But we've decided as an organization to go down to the capitol once a quarter to meet with representatives. Since public health hasn't been strong in the lobbying field, our leadership, local public health agencies and the constituency that we serve are going to have to start stepping up for public health.
"Or, it will not be here for very much longer."
State representatives Steve Hobbs (R-Mexico), Terry Witte, (D-Vandalia), Paul Quinn (D-Monroe City), Jeanne Kirkton (D-Webster Groves) and Health and Senior Services Director Margaret Donnelley were among those public health representatives spoke with – along with different committees related to public health policies and budget.
